Photo too red & blurry

I am using Adobe Photoshop Element 2019

The picture on the left is open in Photoshop

The picture on the right is Windows 10

Not only is the Photoshop picture red....which we were NOT that red,  but blurry also

What has changed in Photoshop?

Can I make adjustments somewhere.

I know the color won't be the same between the two, but this is a BIG difference.
