Photologo / Elements help

I'm very interested in getting a logo/watermark from Photologo but am unsure as to how it is applied to a photo. I'm embarrassed to say I still use Photoshop Elements 3.0 but at this point cannot doing any upgrading until I get a newer laptop. The people at Photologo have told me I need software such as Photoshop, Photopolish, Lightroom, Aperture, etc. but cannot tell me if my version of Elements would do the trick. Any thoughts, ideas, or experiences with this?
