Photos are all out of focus

I have had Photoshop Elements 9 ("PE9") for many years and it worked very well. It was originally downloaded to Windows 7 which was upgraded to Windows 10 with no change to its quality. My computer was reently hacked and I needed to get a new hardrive.  windows 10 was downloaded and PE9 was downloaded and the phots were imported.  Where the photos used to come up out of focus for a second or two and then focus, the now stay unfocused.  Hopefully someone can help.

Perhaps there is more damage to your machine. 

As an experiment, why don't you download the most recent free 30-day trial of PSEv.2020 and give it a spin. Each version of the software is independent. You will be able to check on the focus.

If you refresh the thumbnails, are they still out of focus?  Select an image and press Shift+Ctrl+U.
