photos are loading up, but when I click on them there is nothing but a gray screen and ? mark

That signifies that the files are missing from the Organizer's database.  This usually happens when you have moved, renamed or deleted files using your OS file manager (Windows File Explorer or Mac Finder).  You should never manage files outside of the Organizer because it will have no idea what you did with them.
