Photoshop Crash everytime I try to open or drag a JPEG.

I downloaded Photoshop CC 2018.  It is working fine but I cannot open a JPEG in Photoshop nor can I drag a JPEG into Photoshop.  In short, Either of these options crashes Photoshop and it shuts down.  I have tried restarting my computer but that did not help.
