Photoshop crashing on startup

been using photoshop for my photography class, after this last update it wont get past the loading preferences part of the load up screen. i have tried restarting it and and downgrading a version, nothing has worked yet. If there is a way i can get this back up and working again that would be great.

What OS and version of Elements are you using?

I was running the latest update, after restarting my laptop it still crashed but finally allowed me to use the last version of photoshop. As for OS im using Windows 10.

The previous version of photoshop works just fine and loads right up, this newest one .22 doesnt get past the loading screen.
