Photoshop Element 2019 w/Adobe Application Manager

I quit using Adobe CC applications simce I really did not need it.  I purchased Adobe Photoshop Element 2019 (APE 2019) from Amazon.  I also bought a new Apple MacBook with macOS Big Sur version 11.1.  When I tried to run APE 2019 I received this notice

Please download a new copy of Adobe Application Manager from

http://www.adobe.com/go/applicationmanager.

This link does not work and every thing I tried to download AAM had to do with CC.  Can someone gave me a detail solution to this problem I am having?

Unfortunately, photoshop elements 2019 will not install and run properly on macOS Big Sur because some components like the Application Manager are 32 bit and Apple has barred 32 bit applications from running on maOS Big Sur.

Photoshop elements 2021 is optimized to run on macOS Big Sur.

Thanks.  I guess I just have to delete 2019 and purchased 2021

Photoshop Elements 2019 contains some 32bit components which were not designed to work on macOS 10.15 Catalina or 11.1 Big Sur.
