Photoshop Element 9 on El Capitan Mac Effects and Content Vanished

Suddenly the Content and Effects on the Full Edit section has vanished and I am unable to find them. I cherished using the stylized fonts.  Can someone help get them back on my Mac?  I have posted photos to make it easier to understand my problem.
