Photoshop Element Not Working

Has anyone been able to get a solution for support on this?  I have rebooted and reinstalled so many time and still get the welcome screen that goes to Loading Adobe Photoshop Elements Editor Workspace and just comes back to this same screen.  It does nothing.  I have  a new machine with Windows 11 on it.
