Photoshop Element Organizer 2021

I am trying to create a slideshow and ever time I create the slideshow the tools on the left hand side are not all there.  Plus, I cannot click on the icons.  In order for me to click on the icons I need to move the mouse arrow down then it will highlight.  Something is not right whenit's creating the slideshow.  I don't know what else to do.  I have uninstalled then re-installed and it still doesn't work properly.  Any ideas.
