Photoshop Elements 10

Hi,

My photoshop stopped allowing me to edit......none of the edit options work...ex blemish tool, red eye tool etc......I'm not sure what has happened.  I have had the program for awhile and stopped using it after that happened and just recently re-installed it on my pc and its still doing the same thing....so I'm not sure how to fix this.
