Photoshop Elements 10 does not let backup

That's a relatively common problem (maybe less common in recent versions???). For some reason, the first stage of the conversion scans your image files and if there is a 'problem' file (corrupt or non fully supported, generally a video file but it can also be a format no longer supported in the new version) then the process hangs without warning, always at the same percentage done.

The usual advice is to remove video files from the catalog (you might need to work on a catalog copy, that is a copy of the whole catalog folder) for test purposes. If that works, you may search for a specific video format or specific camera triggering the error.
