Photoshop Elements 10 stopped working suddenly (Windows 10)

Photoshop Elements 10 that has been running for more than two years since the installation of Windows 10, has suddenly stopped working today.

I tried an uninstall and reinstall. It still does not work and even the only program installed is "PhotoshopElementEditor.exe" instead of previously "Photoshop Element 10.exe".

The menus are empty. Only a few icons answer.

I see on the Forum that I am not the only one. Is there a solution?
