Photoshop Elements 11 Display Problems

Hi, I'm having problems with PSE11 running on a Windows 10 PC.  The pull down menus are all squashed up which makes them almost impossible to use.  This seems to be part of a more general problem with display on PSE11 and WIn 10 - sometimes the other text on screen is distorted and unreadable. 

Any advice to resolve this would be appreciated.
