Photoshop Elements 11 doesn't open properly

A problem just started.  have been using 11 for a long time.  Just yesterday when I went to open the display page is theren doesn't open.  I reinstalled and it worked fine today same thing.  When I click on to open program, as it goes throught the various stages, I get a screen listing all the people invovled.  today that doesn't happen and the program doesn't open.  what I get is the open file screen, but instead of listing all the options, lasso, erase, ets.  I just get a bundh or arrows which do nothing when clicked on.  What is wrong, how do i fix it.  I don't want to reinstall every time i want to use it.
