Photoshop Elements 11 - Error 213:11

I've had and used Photoshop Elements 11 since 2012. The program is registered with Adobe. I suddenly can't open the program and get error code 213:11 saying that there is a problem with the licensing. Can anyone help?

Sorry that you're getting error 213:11 while launching Photoshop Elements 11. Could you please try the steps documented here for the 213.11 error? Error "License store does not allow writing"
