Photoshop Elements 11 Installation after deactivation

Bought a new computer. Deactivated Photoshop Elements on old computer.

WIll not let me install on new computer.

Forum says this is easily fixed by calling a number that is no longer in service.

Is there any hope?

Did the installation complete?

Or the application installed but there is an activation problem with your serial number?
