Photoshop Elements 11 not working

This week my Photoshop Elements 11 stopped working.  When I open the program, the drop down menus ("File, Edit...), drop down with blank columns (containing no words--all of the drop downs are blank!!!).  When I try to click on the black space with no words (where "new" might be) the system crashes giving me the following message:

"Adobe Photoshop Elements 11 has stopped working.  A problem caused the program to stop working correctly.  Windows will close the program and notify you if a solution is available."

I have a laptop that originally had a Windows 7 operating system, and I upgraded it to Windows 10 back in July 2016.

I called Adobe customer support this morning, and was told they can't help me over the phone and directed me to this forum.  They also told me I should just by a new Photoshop Elements.  This is not acceptable to me.  I already purchased my current program, and it was working just fine last week.

Please help me fix this problem.

    There have been multiple similar reports. This would appear to be related to a recent forced Windows 10 update, not due to action or inaction on the part of Adobe. You may find possible solutions here:
