Photoshop Elements 11 Organizer, Windows 10 Directx issue

I have a Directx problem in the Elements Organizer 11 on my Windows 10 PC. When I launch the Organizer, I get a window that tells me that the Directx could not be initialized and for me to check that it is installed. When I click 'ok', Organizer shuts down. Hence, I am unable to get to any of the menus that have been suggested in a previous post. I know that Directx is installed. It may be a newer version than what Organizer 11 expects or? Any suggestions?
