Photoshop Elements 11 Tabs Scrunched

For the last couple of days I've had a problem with my top drop down tabs being scrunched so that I can't read them. I've tried to uninstall the program and reinstall it. It will work for a couple of times and then do it again. This is in both Organizer and in Editor. I've tried to contact Tech Support but get run around in circles on Adobe's site and can't find a phone number. Can anyone help me?

Are you working on Windows 10 Creator update?
