Photoshop Elements 11 Tools not working

I have a problem in Photoshop Elements 11, I can't seem to use any of the tools. (I use the software rushes for digital drawing)

When I select any tool from the side bar the cursor doesn't change shape and stays stuck on the "grab hand" one, it's only function is grabbing and moving the canvas, no matter what tool I actually have selected.

I'm in "Expert" mode.

I tried resetting the brush tools (as this is the one I use the most) nothing happened.

I tried the reset where you hold down shift+alt/option+command during start up, it changed nothing.

I'm on  Mac, currently running OSX El Capitan 10.11.6

Can anyone help me?

Try resetting all tools - that should be an option for you via the icon on the brush tool"s option bar

When you attempted to reset preferences, did you follow these instructions precisely?

• Close Photoshop Elements.

• Press and hold Ctrl Alt Shift (Mac: Cmd Opt Shift) and keep holding these keys as you restart Photoshop Elements. Timing with this maneuver is important; you may have to repeat a couple of times.

• When you get a dialog box that says: Delete the Adobe Photoshop Elements settings file? you can let go of the keyboard keys and click Yes.

Yes, I followed those steps exactly and I already tried resetting the brush tools from the option bar. Neither helped ix my problem unfortunately.

Just to reconfirm, did you reset all the tools, not just the brush tool?
