Photoshop Elements 11 Words in Menu Gone?

The menu type is missing.  Older threads talk about rolling back a Creator Windows update but that won't work.  I've fixed it in the past by restarting computer (the fonts are not compatible) but it won't work now.  Really don't want to pay for an upgrade to newer version.  Please advise.  Has anyone found a way to fix this?
