Photoshop Elements 12 - Reactivation

For unknown reasons, I could no longer print from Photoshop Elements 12. After trying everything that I could to reset preferences, I finally logged out of PE12 to preserve my license and uninstalled PE12 completely. I then reinstalled it from my original installation media (purchased 12/2013). I have my serial number (and it is registered on Adobe's website).

After installing the product, I launched it. A pop-up informed me that

"Sign In Required

Signing in with an Adove ID and registering Adobe Photoshop Elements 12 is required within 7 days otherwise it will stop working.

Enter Adobe ID to getister your product"

A button at the bottom was labeled "Sign In Now', which I clicked (there's apparently no way to continue without signing in even though I just installed the product).

After entering my username and password, The form indicates:

"Try again later

For security reasons your access was temporarily disabled.
For more details contact Adobe Customer Support

Customer Support won't talk to me because I don't have a "current" product. This appears not to be my fault, but Adobe's fault - and it appears they won't fix it.

So my access is "temporarily disabled", but I can't seem to get it enabled. Any ideas?

I completely removed the program and Registry entries using Geek Uninstaller. I then reinstalled the program. I noticed that when the "Sign In Required" window showed up, that there was also a window from "Adobe Photoshop Elements 12" with choices of "Organizer" and "Photo Editor". Much earlier, I had tried to select "Photo Editor", but it went nowhere. This time, I clicked on "Organizer", and the program launched the Organizer. From there, I was able to click "Help | Updates", which installed updates including "Creative Cloud". While the normal Photoshop Elements entries in the start menu were deleted, the two programs (Organizer and Photo Editor) were still on the computer. I launched Photo Editor and this time the "Sign In Required" window informed me that it would log on using my email address (I was currently logged into Adobe.com using that email address). When I clicked on that and entered my password, the Photo Editor apparently activated because I can now use the program.

I suspect that the problem is a faulty update that expects an update that isn't there.

Could this have something to do with two-factor authentication?
