Photoshop Elements 12 - the pulldown menues are just grey

Dear community,

I am using Win10 and PS Elements 12. In the meantime I did a reinstall but the problem still exists: I can see the Menue-Bar on the top, but after a klick on one of it, the pulldown ist just grey (without words) and "small coloums".

Any ideas? Is Win10 the reason?
