Photoshop Elements 12 Would Not Install Properly

After thinking I had installed Photoshop Elements 12 on my new Dell computer (w/ Windows 10), I discovered that only the Editor side could be opened, not the Organizer side.  I received a message, reading as follows: "Direct X / Direct Play could not be initialized.  Please be sure that it is installed on your system."  I didn't know how to do that and wouldn't know what to do if it isn't installed.  How do I rectify?  Everything installed properly on my previous computer, a Lenovo.  If you know of a solution, please keep the process simple; I'm not a techie.               Howard

    You need to Enable Direct X on your machine.

    Please follow the steps mentioned below to enable Direct X :

    - Click "Start Button"

    - Type "Turn Windows Feature On & Off"

    - Open it

    - Check for "Legacy Components"

    - Click the + sign

    - Check "Direct Play"

    - Click "Ok"

    - Now try launching Elements Organizer

    Let us know if issue still exists.
