If you camera model requires a more recent ACR version than 9.0, then the workaround is to download the free Adobe DNGconverter. That independent software (not a plugin) can batch convert a whole folder of your RAF files to the DNGconverter. PSE13 will be able to read and edit them.

Fujifilm Raw files from which Fujifilm camera model? There are dozens and different ones are supported by different versions of Elements.
