Photoshop Elements 13

I have Photoshop Elements 13 installed on my HP laptop installed with Microsoft 10.  When I want to print a picture, I go to "Edit with Photoshop Elements Editor."  A bar comes up that says "Loading the Adobe Photoshop Elements Editor workspace" and a box appears that says:

Photoshop Elements 13 Editor

Adobe Photoshop cannot run on this computer because this version of Photoshop requires Windows 7 or later. 

For some reason Adobe thinks I am running Microsoft Vista. 

Looking for help to resolve this problem.
