Photoshop Elements 13

I bought a new computer and can't get it to install Photoshop Elements 13.  I keep getting the message:

Installation failed

Your installation encountered errors.

The error summary file may help you identify the issue.

More troubleshooting tips:

1.  Restart your computer.

Etc.

I did the suggestions four times and it just kept repeating the error message.

Windows or Mac?

How are you installng?

If using a migration tool to transfer from an older computer, uninstall and download from the link below:

Download Photoshop Elements | 15, 14, 13, 12, 11, 10

I installed directly from the Adobe site for photoshop 13 however it wont even open. I have brand new laptop with Windows 10. I have also tried using the compatibility to make it open with windows 8. Not having a issue with Elelments though

Look for errors in the crash log by going to event viewer.
