Hi, I got a laptop 4 years ago which comes with a pre-installed Photoshop Elements 13. I managed to create a Adobe ID with it. Is it possible to download and activate the license simply by using my Adobe ID into a new laptop? TQ.

No. Your Adobe ID is used to login to your Adobe account online and record your Adobe serial numbers and subscriptions.

You'll need a valid 24 digit serial number to activate your software.
