Photoshop Elements 13-Can't open organizer

I have a registered copy of Elements 13 but after installing I can't open the organizer. Edit will open. This has been installed on my new laptop. I'm not able to access the Internet.

    patetc​, could you please try deleting preference settings and launch again.

    • Press and hold Alt+Control+Shift (Mac: Option+Command+Shift) immediately after you click Organizer. Click Yes to delete the Adobe Photoshop Elements settings file.

    If the settings deletion dialog does not come up, you can delete preferences(status.dat and psa.prf) files from C:\Users\[user name]\AppData\Roaming\Adobe\Elements Organizer\{version number}\Organizer
