photoshop elements 13 Dave H

I had elements 13 on windows 7,the laptop it was on has now crashed and I have tried to reinstall it on windows 8.1 but only downloads the system info into the downloads on my pc and not the actual physical hands on editing package.I have the redemption code and serial number.Any ideas?.
