Photoshop Elements 13 doesn't recognize Sony RX10 iii RAW

You need Elements version 15 to be able to work with your raw files with the ACR version 9.5.1 (version 15 supports 9.10)

So, if you don't want to pay for the upgrade to PSE15, your free solution is to download and use the free Adobe DNGconverter mentioned in the above FAQ. That independent software (not a plugin) can batch convert a whole folder of your raw files to the DNG raw format that your PSE13 can read and edit. An additional step, but free.
