Photoshop Elements 13 keeps prompting an upgrade

Every time I open the program, I get a screen saying an upgrade is available and prompting me to install.  I must have installed this 'upgrade' at least a dozen times, but it keeps returning.  It's becoming a bit of a bore, so maybe there's a solution out there?  Windows 10 64 bit OS.
