Photoshop Elements 13 latest update causes windows to shut it down

I have been using Elements 13 for several years now with no major problems. After the latest Elements update, it does not work with windows. The program starts and then says it is not designed to run on Windows or contains an error 0xc0000020. Then it shuts the program down and won't let me use it. I have reinstalled the program and it works okay and then it does the update and shuts down again. What is wrong?
