Photoshop elements 13 no longer working

Hi 

 

I have Photoshop elements 11 and 13 for the last few years. The other day both Photoshop Elements 13 and Adobe Acrobat reader for PDF stopped working where I cant open the program or any PDF documents.

Recent automatic updated was Adobe Creative cloud, however wont allow me to uninstall it.  

I also cant find a download link to try uninstall and re-install elements 13?
