Photoshop Elements 13 Organizer won't launch.

I have been using Photoshop Elements 13 for almost two years but now it won't launch.  I am running Windows 10 on a Dell Inspiron 5558.  I contacted Adobe chat and was told that I would find the answer here from Adobe experts.  As I had this program installed by Dell when I purchased the laptop, I don't have an installation disc to reload.  Can anyone help me?
