Hi, I was wondering if anyone knows if Adobe still supports Photoshop Elements 13, as of April 2021? I also saw some developer notes that said Elements 13 no longer supported Photoshop RAW pictures. Does this mean all RAW pictures, or just certain ones?

Newer cameras use different raw formats that will not be supported in version 13.  However any raw file that you could previously open in Elements 13 should still open now.  If you have a camera that is not supported by version 13, you can convert the raw files to DNG using the free Adobe DNG converter and use that format for editing your files.

Elements 13 supports ACR 9.0.   Here is a list of cameras and the version of ACR that is required to open their raw files.
