Photoshop Elements 13 vanishes

Last Spring I ordered and download Adobe Photoshop Elements 13 and it was great. I recently have been trying to change computers and for some reason it wouldn't transfer over to my other computer. I went to my account and it didn't show any history of me ever purchasing it. Is there a way to get it back and transferred over to my other computer?
