Photoshop Elements 13 Will not Install.

I have Photoshop elements 13, to which I try to install. I encounter an issue which primarily consists of me needing to do a 'machine restart.' I have restarted the laptop multiple times and have updated it and this error still occurs. When I click ignore the download starts and gets to around 50% and tells me 'installation failed' and this is a recurring issue which I have tried multiple times and get the same result?

Any idea on what I can try?
