Photoshop Elements 14.1, function With Instructions wont work

Goodday,

When we open Photoshop Elements, version 14.1 (20151206.m.83730)  x64
You see 3 options, standard, With Instructions, and Expert.
Standard and Expert works,
But the screen stays white in the With Instructions option,
i can select a photo in de menu below, but it doesnt show the instructions...

In the support and FAQ i did not find an solution of install option for it.

Please advice !
