Photoshop Elements 14.1 won't open

It was working great, until the other day I clicked on the icon, and nothing happened. I checked task manager and a process was running, but nothing shows on the screen to indicate that it's starting or running. I am running Windows 10.

    Try rebooting your machine once.

    Now while launching Editor, keep Ctrl + Alt + Shift keys pressed > This will ask to delete settings file.

    say yes.
