photoshop elements 14

I am using a PC and working with windows 10. I have on my computer PSE 9 and PSE 14. I reinstalled 9 in December of 2016. I work with panoramics and find it easier to use 9 instead of 14 for this.  When I go to open a jpeg or jpg in 14 it will not open if I click on the file or if I right click and say open with 14 the editor will open but the file will not.  I than have to go back to the file and drag it into the editor to be able to work on it.  I do not have this problem with a psd file.  Since this problem seems to be recent one, I have deregistered 9 and uninstalled it.  However I am still having the same problem with 14.To be able to edit jpeg files I have to drag them into the open editor window.  What is my problem?
