Photoshop elements 14

I have an issue with adope photoshop elements when i now try to open this i get the follwing message 

Elements 14.0 WXPSE - your application install seems to be damaged. please reinstall.

Well having bought this pre-loaded onto my notebook, i dont have a disk and everything was carried out online. I have been on the adobe my profile but i cant find anything even though it would have been registered. Therefore i have no idea of a code to put in for my product. Its annoying that doing things online is supposed to make life easier, but it doesnt.
