While Elements is being launched click the keys suggested by 99jon in above reply. Please refer screen shot for the help. Hope this helps you.

Try launching the Editor whilst simultaneously holding down the three keys Ctrl+Alt+Shift (Cmd+Optn+Shift on Mac OS)

After two or three seconds release the keys and you should see a pop-up to delete the prefs. Click “Yes” to delete the settings.
