Photoshop Elements 14 and 15 not loading on Windows 10

I installed my licensed Photoshop Elements 15 from CD on my Dell Inspiron 17 laptop. The installation went without hitch, but when trying to load the program it shows the icon at the strip on the bottom but never completely opens and is not usable.  My laptop was purchased new from Amazon with Windows 10 already installed in April 2016.  I uninstalled Elements 15 and installed Elements 14 with the same results.  I uninstalled all C++ programs as recommended on a forum for PC's that had been upgraded from Win 7 to Win 10 then uninstalled PE and reinstalled PE (2 times) with same results.  Don't know whether this is a Microsoft or Adobe problem, but it is rather frustrating.  Getting ready to start trying out new photo editing programs.

Hi,

Please use Adobe CC cleaner tool as mentioned at the following link :

Use the CC Cleaner Tool for installation issues

Uninstall using this tool and install afresh.

This should solve your issue.

Still a problem.

I ran Adobe CC cleaner tool.  The log showed some files that it could not delete because they were missing.  All steps indicated that they completed successfully. Now cannot find where the log is stored.  Re-installed PE 14.  It still will not load.  Creates the PE Icon on the screen bottom but never displays the beginning screen.

Thanks for trying it out.

Please see if you can launch the application from following location:

C:\Program Files\Adobe\Photoshop Elements 14

At this location look out for PhotoshopElementsEditor and double click to launch it.
