Photoshop Elements 14 and 19

In my Photoshop Elements 14, all my drop down menus are missing ever since Microsoft, 2 years ago done an update download on my Windows 10 Operating System.  I downloaded a trial version of the Elements 2019, hoping that I will have the missing drop menus back to working, but it is also same as the Elements 2014.  Like to change to the latest version of the product, however if I will have nothing but disappointment not able to use it properly there is no use for me to upgrade, can't even enjoy using my 2014 version.

Asking for help, if anyone knows how to solve this problem, will greatly appreciated.  Thanks.
