Photoshop Elements 14 Brush Not Working

So a few days ago I noticed that I wasn't able to draw with my brush tool, but when I tapped on my tablet it would create strokes. The brush tool only works when tapping, not fluid drawing motions. I've reset my tools and everything, and it's not my tablet because it works just fine when I use other drawing software. Please help, I've tried everything.
