Photoshop Elements 14 crashing not enough RAM error.

I just purchased a new computer.  It has 4 GB of RAM and 16 GB memory, running WIndows 10 and intel i5 with a 1TB harddrive.  According to the Elements package I only needed 2 GB of RAM to run the program.  There is absolutely nothing on this computer except the Elements program.  I opened 1 picture and am unable to do anything to it.  If I try the teeth whitener it spins and then closes.  In the quick mode menu I can choose 1 option like exposure and make a choice, but if I then click on another option like color, it says the active layer is empty and then there is not enough memory and I have to click ok 6 times for the message to go away and then am still unable to do anything else.  I bought this computer simply to run this program.  What am I doing wrong?  Thanks for any suggestions.

    You are right, the system requirements for PSE14 say it's 2GB minimum.

    However, that's not realistic. 4 GB are ok, but still far from ideal.

    The curent PSE2019 (after PSE15 and PSE2018) now say you need 4GB (8 GB recommended).

    So, there might be another factor here. It's your Windows 10 version.

    The Microsoft Win 10 update has created thousands of issues:

    Error: An integer between 50 and 8 is required | Elements | Windows 10

    You probably need to use the workaround to edit the Windows registry as explained step by step in that paper (like thousands of other users In PSE 14 to PSE 2018.

    To confirm that issue, could you post here the first 15 lines of the list you get with the menu Help >> System information of the editor?
