photoshop elements 14--how to access "shake reduction" feature?

I have been reviewing the Adobe publication "adobe photoshop elements 14"(classroom in book)-2016. Page 119 explains the new shake reduction feature. I have downloaded all Elements updates and can find nothing. The instructions for accessing make no sense to me. Has anybody experienced a similar problem? The box photoshop came in even promotes the feature-"take away camera shake".
