Photoshop elements 14 on windows 10 stopped working / error 16

Hello everyone,

I cannot use my Photoshop Elements 14 on my PC anymore (it worked lately) with Windows 10.

Now I have an error #16 but I cannot uninstall the software (before re-install it).

I dont know what to do / disable to make the software work again.
